We are here to support, teach, and guide families through their process of having a special child.
in-home services
Bloom Behavioral Health provides “in-home ABA” based services. Services are delivered in the comfort of the child’s natural environment to better support and address the socially significant behaviors for the child and family. A team comprised of direct care staff (1:1), supervisor (BMA), parent consultant (PC), and Board-Certified Behavior Analyst (BCBA) all work alongside your family to help address and establish new skills for your child. In addition, services can also be provided within the community (e.g., church, parks, relatives, schools, other therapies) to help establish and program for generalization when clinically appropriate. Mission
Bloom Behavioral Health goal is to support families with neurodivergent children in helping their child reach their full potential. Specifically, Bloom Behavioral Health subscribes to the science of Behavior Analysis to help design person centered and individualized treatment plans to better support the families it serves. With our mission to 1) help each child reach their full potential, 2) address parent priorities with the focus on socially significant behaviors, and 3) provide the family with support so that their child can blossom and thrive in any environment.
Bloom Behavioral Health Inc has proudly served the Orange County community for the past 10 years. It is owned by two experienced Board-Certified Behavior Analyst with over 25 years of experience. Bloom Behavioral Health Inc is a small organization that prioritizes quality of programing with only serving 40 or less families at a time.

Bloom Behavioral Health inc. focuses on mentoring new professionals for a meaningful experience and career within Applied Behavioral Analysis (ABA). Bloom has designed performance-based programs and curriculums in teaching upcoming professionals how to be ethical, respectful, compassionate, efficient, and effective clinicians. There are three possible pipelines of mentorship/internship that are offered at Bloom Behavioral Health.
Direct Care Staff – The “Level Up” program was specifically designed for direct care staff or behavior technicians to earn competency-based pay and competency-based performance. Staff who choose to enroll in the “Level Up” program receive increased observations to reach performance standards in the areas of session implementation, active engagement, cooperation scales, behavior plan implementation, graphical decisions, teacher performance and accuracy scales, and rate of presentation of learning. In addition, staff may choose to become a certified Autism Behavior Analysis Technician (ABAT).
Field Trainers – “Field Trainers” are mentored to provide direct feedback and assessment to direct care staff utilizing assessments to measure their performance. Specifically, field trainers are trained and mentored by a BCBA in the areas of the “Level Up” program to help train, mentor, and provide feedback to direct care staff.
Supervisors – “Supervisors” are trained by BCBA’s to help support families by providing clinical support in the areas of programming, assessments, report writing, behavior plans, and behavior goal writing.

Your family’s journey toward receiving ABA services begins with a Functional Behavior Assessment (FBA). Compassionate, experienced BCBAs from Bloom Behavioral Health will collaborate with you to identify your child’s and family’s specific needs and concerns.
During the assessment, you’ll discuss your child’s strengths, challenges, and goals. The BCBA will observe and interact with your child to evaluate their abilities in language and communication, behavioral excesses or deficits, leisure and play skills, independence and self-help, social skills, and community safety.
Additionally, standardized assessments (such as Vineland-3, ABAS, DAYC) and/or criterion-referenced assessments (PEAK, VB-Mapp, ABLLS, AIM, AFLS) may be used to further refine goals for your child and family. The FBA serves as a blueprint to guide your team in establishing meaningful family goals and enhancing your child’s quality of life.

After completing a Functional Behavior Assessment (FBA), Bloom Behavioral Health may recommend a focused intervention for your family, which typically includes:
- 10–25 hours of weekly services
- Targeting 1–3 developmental or behavioral domains
- Service duration based on achieving goals in those domains
- Available at any age to address specific concerns

At Bloom Behavioral Health, our objective extends beyond enhancing your child’s skills; we also aim to promote the health and well-being of parents and the entire family unit. Research indicates promising outcomes when parental well-being is addressed through stress reduction and increased behavioral flexibility (MacKenzie and Eack, 2022).
Bloom Behavioral Health collaborates with caregivers to foster the child’s social communication, engagement, and to reduce or replace excess behaviors. Furthermore, parents receive brief Acceptance and Commitment Training strategies designed to enhance overall health and well-being, thereby supporting positive ABA outcomes for their child. Specifically, parents will learn about flexible perspective taking, attending or orientating toward acceptance, and valued-based patterns of action.

Commitment Teaching
As your child’s language complexity develops, the strategies required to support and manage these emerging associations must also evolve accordingly. Acceptance and Commitment Teaching (ACT) provide a set of tools to enable an individual to become more resilient and have more psychological flexibility to situations that may be challenging.
With ACT curriculums, individuals can learn to become more present, identify personal values, become more action oriented, and learn how to cope with challenging situations. Assessments and careful sessions will help determine the best strategies and plan of action for your child and/or family.

Parent Education
Bloom Behavioral Health offers school consultation and IEP support. Experienced BCBAs can assess family needs and provide classroom assistance, collaborate with teachers, consult on behavior plans, develop IEP goals, and support IEP collaboration. Contact the clinical director for more information.

Dr. LORI OCHOA PHD. BCBA-D
Dr. Ochoa has studied Psychology and Human Behavior for over 20 years. She received her doctoral degree in Psychology with an emphasis in Behavior Analysis. She is a Board Certified Behavior Analyst (BCBA) specializing in self development, behavior change, and life coaching.
She utilizes evidence-based methods such as Acceptance and Commitment Therapy (ACT), behavioral principles and procedures, as well as personal development strategies to help clients achieve their goals in all areas of their life. She is a specialist in understanding and modifying language and behavior and helps her clients achieve results to get a renewed sense of self and purpose.
Oswaldo Ochoa MA, BCBA
Dr. Ochoa has studied Psychology and Human Behavior for over 20 years. She received her doctoral degree in Psychology with an emphasis in Behavior Analysis. She is a Board Certified Behavior Analyst (BCBA) specializing in self development, behavior change, and life coaching.

Janet Brown Office Manager
Janet Brown is Bloom’s Office Manager. She has been working for 8 years alongside Dr Lori Ochoa and Oswaldo Ochoa. She supports the clinical department by assisting the clinical supervisors and BCBAs . She oversees the Administrative Department such as scheduling, billing , receivables and authorizations.
For Janet, quality and efficiency are top priority. If it is on her list, it will get done. She values collaboration and communication to the highest degree. In addition, she supports the hiring process for onboarding new staff. She is the first person, after Dr Ochoa, all people are welcomed by and greeted at Bloom.
In her personal time, she enjoys spending time with her grandchildren, watching Angels baseball and the Chiefs football games. She also enjoys dabbling in Astrology and Numerology
John Vitug Supervisor
John Vitug serves as a Supervisor, where he creates and implements individualized ABA programs for clients and provides support to behavior technicians whenever needed. He holds an M.S. in Psychology with an emphasis in Behavior Analysis, giving him a strong foundation for delivering effective, evidence-based care.
What John enjoys most about his work is witnessing the meaningful growth clients achieve throughout their sessions. Seeing their progress firsthand continues to fuel his passion for the field.
Outside of work, John enjoys weightlifting, playing basketball (go Lakers!), and taking time to decompress during his down time.
Jamie Gallardo Clinical Supervisor
Jamie is a clinical supervisor and parent consultant serving families throughout Orange County, CA. She has collaborated with BCBAs and has been active in the field of behavioral analysis since 2019. She earned her Bachelor’s degree from Vanguard University and subsequently obtained her Master’s degree in Clinical Psychology from Pepperdine University.
In her role as a clinical supervisor, she provides mentorship and training to behavioral technicians, reviews clinical programs, and conducts parent training for families. Jamie is committed to empowering parents and families to support their children and promote resilience.
Outside of the field, Jamie enjoys spending time with friends and loved ones, creating memories together!
Rebecca Dobard Field Trainer
Hi my name is Rebecca Dobard I am a one to one tutor as well as a field trainer. In my one to one sessions I help kids strengthen their personalized skills such as communication, social skills, and adaptive skills. As a field trainer I provide support to other tutors in different strategies during sessions.
I have my bachelors degree in human development from Cal state Long Beach and I have been a one to one tutor for 4 years. Outside of work I enjoy reading, hiking, and going on vacations.
